• Firstly: Project of the Arab Union For Astronomy & Space Sciences (AUASS):
  1. The Conference declares the foundation of the Arab Union for Astronomy & Space Sciences (under establishment until all its administrative and legal procedures are completed).

  2. The Conference formed the following committee for that purpose:
     
     • Prof. Hamid Al-Naimiy (JAS) - President
     • Eng. Khalil Konsul (JAS) - Vice president
     • Prof. Shawki Dallal (BAS) - Member
     • Eng. Fayez Fawqil'ada (SCS) - Member

  3. The Union is temporarily located at Jordanian Astronomical Society (JAS) , Amman - H.K.of Jordan.

  4. JAS was asked to write the Union's regulations, its goals and the ways to achieve them, provided that these regulations shall be accomplished in four months after the declaration, and then sent to all astronomical socities and foundations in the Arab World, in order to establish the Union in its final from through summoing members of the Union's general assembly to a conference, that will approve of the Union's regulations, and take all the necessary practical and administrative measures connected with the excution of the aims of the Union.

  ---

• Secondly: Conferences & Meetings
  1. This space-astronomy conference should be repeated throughout the Arab countries as a whole.
  2. Eng.Fayez Fawqil'ada, President of the Syrian Cosmological Society (SCS), suggested that the next conference be held in Syria in 1999.
  3. Efforts should be made to hold an Arab-Islamic conference that aims at unifying the scientific and shar'ia methods related to the begining of the lunar (Arabic) months.
  4. Efforts should be made to hold conferences that highlight Arab and Islamic contributions to astronomy.
  5. All scientific papers and lectures presented at the Conference should be gathered and published in several volumes, after being assessed by specialized referees.

  ---

• Thirdly: Observation of the New Moon & Determination of the Beginning of the Lunar (Synodic) Months
  1. The attention of all astronomers in the Arab World should be drawn to the issue of the New Moon's obeservation and the determination of the luner(synodic) months'beginnings, in addition to unifying the moon rise locations all over the Arab and Islamic worlds.
  2. Any claim of observing the New Moon should be rejected if it contradicts accurate astronomical computations related to the time of occurrence of the moon's conjuction.
  3. The unification of the beginnings and terminations of the lunar (synodic) months throughout Arab and Islamic countries as a whole seems to be an inevitable matter:
     • The angular distanse between Indonesia (in the East) and Morocco (in the West) is 120 degrees (Iongitudinal lines), with a time-zone difference of about 8 hours.
     • The angular distance between the Sun and the Moon that should be approved of, is not less than five degrees (in order to guarantee the new moon's observation).
     • Three degrees of altitude of the New Moon should be accredited (also in order to guarantee its observation).
     • Provided that the moon's staying period between the Islamic Far East and Far West may rise to four degrees, i.e. sixteen minutes.
     • Mecca or its surroudings (Saudi Arabia) should be the site for such calculations (connected with the New Moon's observation), due to its medium location (among Arab and Islamic countries), as well as its religious importance.
  4. The previous conferences (related to the New Moon's calculations and obeservations should also be taken into consideration.
  5. A unified Hijri Calendar for all the Arab and Islamic countries should be considered.
  6. Joint efforts for the New Moon's observations should be made, (based on sound scientific basis), and the record of the shortest period between conjunction and the new moon's sighting should be declared (for each observer or observatory).
  7. More care should be taken in performing researches related to the New Moon's observation (and presented at the Second Arab Astronomical Conference), and in particular, Dr.Hamdi Murad's paper; since it shows that there is no contradiction between astronomical and scientific facts, on the one hand, and Islamic shar'ia on the other.

• Fourthly: Astronomical & Space Curricula:

  Establishments in charge (such as the Arab League) should be addressed to work on achieving the following:

  1. Enhancement of astronomy and space sciences' teaching throughout all the educational curricula (primary schools, high schools, colleges, and universities).
  2. Encouraging writing and translation of astronomy books and encyclopedias.
  3. Forming a specialized committee that works on unifying the terminology related to astronomy and space sciences, with the aim of using such terminology in writing and translation.
  4. Making real efforts to establish an Arab Institute for Astronomy and Space sciences, with the aim of academic teaching, training and research in this regard.
  5. Spreading astonomy and space culutre among the youth, by holding joint observational campings at various suitable sites throughout the Arab World, as well as establishing science and astronomy clubs for the youth.
  6. Exchange of research papers and data between astronomical centers, observatories and societies in the Arab world, and establishing specialized data centers.

• Fithly: Data Center, Astronomical Observations' Network and Scientific Collabortion among the Astronomers
  1. Exchnge of scientific papers, astronomical data and information among astonomical centers, observatories and societies in the Arab World as a whole, which may be of great use in the field of scientific astronomical research.
  2. Exchange visits among Arab astronomy and space centers, societies and establishments.
  3. Establishing a network of astronmical observations, spreaded geographically thoughout the Arab World, for the sake of observing various astronmical phenomena, and spotting celestial bodies that may potentially cross the Earth's orbit (as an early warning system). Such a network can be integrated with other international networks, such as the network of Oriental Robotic Telescopes (NORT).
  4. Raising a recommendation to Arab and Islamic governments that urges them to draw thier attention to astronomy and space sciences and technologies, with the aim of keeping up with the rapid worldwide developments in such fields.
  5. Supporing prof. Francois Querci's proposition concering the NORT activities in the Arab world, which aims at increasing scientific and technological cooperation with this network.
